Consultation Paper No. 5 of 2018 - Proposed Bank Recovery and Resolution Regulations
The Financial Services Regulatory Authority would like to invite comments on its proposed Bank Recovery and Resolution regime that is designed to effectively address the risks posed by the failure of any bank, significant financial institution or a member of its financial group in the ADGM jurisdiction. The proposed Bank Recovery and Resolution Regulations would empower the FSRA to act as the resolution authority for ADGM; this would apply to various institutions including those that accept deposits, provide clearing services or deal in investments as principal.
Consultation Paper No. 4 of 2018 – Proposed Regulatory Framework for Operators of Private Financing Platforms
The Financial Services Regulatory Authority would like to invite comments on its proposed regulatory framework for operators of Private Financing Platforms (PFPs) to provide alternative financing options for start-ups and small‐and medium‐sized enterprises in Abu Dhabi, UAE and the wider MENA region. This follows the March discussion paper which set out the introductory considerations on the scope and form of a risk-proportionate regulatory framework for PFPs.

The Registration Authority would like to invite public comment on its proposed Decision Procedures and Enforcement Manual, which sets out policy and procedures in relation to the exercise of its enforcement powers and related decision making, under the Commercial Licensing Regulations 2015.

Discussion Paper No.1 of 2018 – Proposed Regulatory Framework for Private Financing Platforms
The Financial Services Regulatory Authority is seeking industry comments on out its proposed regulatory framework for operators of financing platforms for non-public companies (Private Financing Platforms or PFPs). This proposed calibrated, risk-appropriate regulatory framework for PFPs that would facilitate access by start-ups and SMEs to new, alternative sources of funding primarily from Professional Clients, while applying the necessary regulatory safeguards to ensure that they operate in a safe and sound manner for those clients.
