ADGM FSRA: 13 June 2023
The Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM) has released updates to its Guidance & Policies Manual (GPM), maintaining its commitment to openness and consistency in its approach as regulatory and supervisory practices evolve.
The GPM sets out how the FSRA exercises its powers in line with its statutory objectives and has been a foundational piece of guidance since it was first issued. The FSRA has issued these latest enhancements to the GPM in order to reflect the development of its enforcement practices, and provide greater transparency on its approach as the regulator of a leading international financial centre.
The updates have primarily been made to clarify the FSRA’s policy, or include a policy where previously it had not been included, for the benefit of all market participants in ADGM. In addition, various structural changes have been made to support the ease of use of the GPM – such as moving guidance on the FSRA’s approach to publicity into its own chapter. The FSRA has also included a chapter on its approach to enforcement in relation to international tax reporting regulations the Common Reporting Standard Regulations 2017 and the Foreign Account Tax Compliance Regulations 2022.
