In 2024, ADGM Registration Authority revamped its real estate regulations incorporating the English Common Law and the best onshore practices. The new regulations further improve the transparency, flexibility, and governance, strengthening compliance and safeguarding the interests of all stakeholders.

ADGM RE&I is responsible for regulating, managing, and overseeing all real estate related activities and transactions within the ADGM jurisdiction, i.e., Al Maryah and Al Reem islands.
ADGM provides a comprehensive range of real estate services such as mortgage registration, sale and purchase, lease registration, as well as all developer services such as project registration, escrow accounts management, off-plan sales, professional registrations, etc. These are currently available on Al Maryah Island and will become available for Al Reem Island starting 1st January 2025.
You can access real estate services using ADGM’s state-of-the-art digital platform AccessRP. You will also soon be able to visit our upcoming Business Center in person to avail select services such as sale and purchase, project registration. The center is being set up on the 9th floor in Al Khatem tower on Al Maryah Island and is expected to be operational in January 2025.

ADGM published new regulations and subordinate rules concerning real property, off-plan development and professionals in October 2024. You can view the new regulations here.
The new regulations came into effect on Al Maryah Island on 1st October 2024 and will be applicable on Al Reem Island from 1st January 2025.

The authority fee is the fee collected for the registration of residential rental contracts (for contracts with duration of less than or equal to 25 years) in ADGM. The fee, which is 5% of a rental contract’s value, applies from the start of your tenancy contract and is collected over the term of the contract, along with your monthly utility bills. For more details, please refer to the new fee rule here.
For Al Maryah Island, all leases registered before the transition to the new portal have been migrated. However, please note that the process has changed. You will now need to first open a company account, and then submit a Power of Attorney to view your existing records.
For Al Reem Island, ADGM has worked with the DMT to ensure a seamless migration of Al Reem data to the new system. So, you do not need to re-register your leases.
On AccessRP, an individual account is for a single person. This person can be involved in real estate transactions (e.g., as a tenant or owner) or act on behalf of a company. A company account is specifically for a company itself and represents the company's interests.
To create a new company account on AccessRP, a company representative must log in using UAE Pass, which automatically generates an individual user profile. The representative must then apply for the "Create Company Account" service, including all necessary documents. Once the application is reviewed and approved by ADGM, the company account is created and linked to the individual's profile, allowing them to switch between the individual and company accounts.
Alternatively, you can use the manual profile creation service. This can be done through two ways:
Yes, if it is a company account, multiple employees can access the same company account through their individual accounts. The permission to access the company account can be given by the admin users (one who determines the roles and permissions of the company). Each company can have up to two admin users.
To become an admin user, you can select ‘admin’ while opening the employee profile and submit required documents which will be verified and approved by ADGM.
An individual’s account does not require a Power of Attorney.
However, in case of a company account, the individual accessing the company account must have Power of Attorney to give approvals for the services such as leasing, buying, and selling, mortgaging, etc.
You can use these two methods to top-up your wallet:
Landlords, property managers, and people authorized by the landlord can register leases in the system.
It is the responsibility of the landlord to pay the lease registration fee for both commercial and residential leases.
Tenants must have a valid commercial licence in ADGM to register a lease agreement. Both tenants and landlords must have a valid profile on AccessRP.
The landlords can simply log into AccessRP, create a profile (if a profile has not already been created), select the service to register a lease, find the unit and tenant on the system, and add them to the lease.
Registration of a lease can take place within one month after the effective agreement start date without incurring penalties.
Yes, you can register your lease with a start date in the future if the tenant has a valid commercial licence, and the new lease does not overlap with an existing lease on the same unit.
No, the lease end date does not need to be before the expiry date of the commercial licence. If the licence is expiring before lease expiry, the tenant is still liable to pay for the remaining period till the expiry of the lease agreement.
ADGM allows a 7-day period from the date of registration during which you can modify your lease agreement. If this grace period has passed, you have the following options based on your need:
Landlords can apply for “Surrender of lease” service on the system to cancel an existing contract.
You can register a new lease with an effective start date immediately following the expiry of the current lease.
You can obtain a court order from the ADGM Courts to terminate the lease. Upon receipt of the court order, you can apply for the lease termination service and attaching the court order. The service request will then undergo a review process by ADGM. Once the termination request is approved, the property will be released on the platform.
